Official Rules — Pilot Edition

Test Season 2027 (1 April – 31 October 2027) — free, non-profit validation activity

This is an experimental pilot edition, organized on a personal and non-professional basis by its promoter, with the sole purpose of validating the activity’s format before establishing, if appropriate, a permanent legal structure.

Article 1. Nature and purpose

The Pyrenean Pass League — Pilot Edition (hereinafter, “the League”) is an experimental, non-profit mototouring activity, organized by its promoter on a personal basis, whose purpose is to validate the interest in and the functioning of a points system for visiting mountain passes in the Pyrenees, before deciding on its continuation and, where appropriate, its consolidation under a permanent legal structure.

The League does not constitute a federated sporting competition, does not involve the closure or restriction of public roads, and is not organized by any legal entity, association, or company. Participants ride at all times individually and by their own decision, on roads open to general traffic, subject to the General Traffic Regulations and all traffic laws in force in each country.

Participation in this pilot edition is voluntary and undertaken with full awareness of its experimental nature: the promoter does not guarantee the continuation of the activity in future editions, nor does it assume toward participants any commitment beyond those described in these Rules.

Article 2. Territorial scope and season

2.1 Activity area

The catalog of passes comprises 180 mountain passes located across the Pyrenean range, from Cap de Creus (Girona) to the Higuer Lighthouse (Gipuzkoa), including both the Spanish and French sides.

2.2 Season duration

The 2027 season starts on 1 April 2027 and ends on 31 October 2027, both inclusive. The dates of each season are published on the official website and in the app before it begins.

• Visits made before the official start date do not count.
• Visits made after the closing date do not count, even if the participant is physically present at the pass.
• There is no extension of the season for any reason.

Article 3. Registration and participation requirements

3.1 Participant requirements

Any natural person who meets all of the following requirements may register:

1. Be at least 18 years old on the season’s start date.
2. Hold a valid motorcycle riding license (category A, A1, or A2).
3. Have a motorcycle covered by mandatory third-party liability insurance, valid throughout the season.
4. Have read, understood, and expressly accepted these Rules and the Participation Terms.

3.2 Registration process

Registration is carried out exclusively through the official digital platform. The process includes:

• Registration with name, email address, and password.
• Express acceptance of these Rules and the Participation Terms.

3.3 Free participation

Participation in this pilot edition is free. There is no registration fee, no in-app purchases, and no paid content or features: the promoter charges and collects nothing from participants, and the app neither requests nor processes payment data.

If, based on the results of this pilot edition, a decision is made to organize future editions on an ongoing basis, those editions may be established under a different legal structure (association or company), with their own economic and tax conditions, to be communicated in due course.

Article 4. Pass catalog and scoring

4.1 The catalog

The official catalog comprises 180 mountain passes, published on the digital platform before each season begins. Each pass includes: name, GPS coordinates, elevation, access difficulty level, validation radius, and assigned points.

4.2 Scoring system

The score for each pass is calculated by combining two factors: elevation and access difficulty.

Example: a pass at 2,100 m only accessible in high season is worth 3,500 + 500 = 4,000 points. A pass at 950 m on a year-round open road is worth 500 + 0 = 500 points.

4.3 Modifying the catalog

The organization reserves the right to modify the catalog during the season only for reasons of force majeure (road closures, landslides, sudden administrative prohibitions). Any modification will be communicated at least 7 days in advance through official channels. Points already earned at a pass that is removed from the catalog are retained.

Article 5. Validation system

5.1 Geolocation-based validation

Validation of each visit is carried out exclusively through the official app, by two equivalent means: automatic geofencing while a ride is active, or manual validation from the pass’s page. In both cases the system checks the real distance to the pass’s coordinates and records the visit when the participant’s device is inside the validation zone (300-meter radius).

5.2 Technical requirements

• The app must be installed on the participant’s device, with background location permissions enabled.
• The device must have an internet connection at the time of validation, or sync later once connection is restored.
• GPS location must have an accuracy of under 50 meters for the validation to be accepted.

5.3 Double verification

Each validation records: UTC timestamp, GPS coordinates, sensor accuracy, and pass identifier. The organization may review any validation in case of a dispute. A validation with inconsistent coordinates or insufficient accuracy may be voided, with notice given to the participant.

5.4 One validation per pass per season

Each pass counts only once per participant per season, regardless of how many times it is visited. Points cannot be accumulated by visiting the same pass on multiple occasions.

Article 6. Standings and tiebreakers

6.1 General standings

The standings are obtained by adding up the points from all passes validated by each participant during the season. The standings are public and update in real time on the platform.

6.2 Tiebreaker criteria

In the event of a tie in total score, the tiebreaker criterion is the number of unique passes visited (a higher number of passes ranks higher). If the tie persists, the second tiebreaker criterion is the date and time of the most recent validation (whoever reached the same point total first).

6.3 Final standings

The final standings are published 72 hours after the season closes, once all validations have been processed and verified. During that period the organization may review suspicious validations.

Article 7. Conduct and fair play

7.1 Participant obligations

The participant agrees to:

1. Comply with the Highway Code and all traffic regulations in force in Spain and in any countries through which they ride.
2. Not manipulate or falsify geolocation data by any technical means.
3. Not share app login credentials with third parties.
4. Validate passes while riding a motorcycle, under the conditions of Article 3.1.
5. Behave respectfully toward other participants, local residents, and the natural environment.

7.2 Prohibited conduct

The following is expressly prohibited:

• Simulating or falsifying a visit to a pass through GPS manipulation, the use of location-spoofing VPNs, or any other technical means.
• Sharing app access so that another person validates passes under the account holder’s name.
• Validating from a vehicle other than the one declared (car, train, cable car, etc.).
• Accessing restricted or private areas to reach a pass.

7.3 Consequences of non-compliance

Failure to comply with the rules above may result, depending on severity, in the annulment of specific validations, disqualification from the current season, or a ban from participating in future seasons. The organization will notify the participant of any sanction, stating the reasons, and the participant will have 7 days to submit a response.

Article 8. Liability and risk assumption

8.1 Nature of the activity and inherent risks

The participant expressly acknowledges and accepts that mototouring activity carries inherent risks that cannot be eliminated by the organization, and specifically acknowledges that:

• Passes in the catalog may have wet surfaces, ice, snow, loose gravel, or mud at any time of year.
• Some passes include sections without guardrails, occasional rockfalls, or reduced visibility on curves.
• Weather conditions in mountain areas of the Pyrenees can change suddenly and without warning, even within the same day.
• The promoter does not guarantee the passability of any pass in real time and does not carry out periodic inspection of road conditions.
• The activity takes place across Spain, France, and Andorra, with traffic regulations, signage, and assistance services that may differ between countries.

The participant declares to have personally assessed, before starting each day’s ride, their own physical and technical ability, the condition of their motorcycle, and the foreseeable conditions of their chosen route, taking sole responsibility for the decision to ride.

8.2 Promoter’s liability

The League is organized by its promoter on a personal basis, without an association or company structure during this pilot edition. The promoter assumes no liability for accidents, material or personal damage suffered by the participant or caused by the participant to third parties during the activity.

8.3 Insurance

It is the sole responsibility of each participant to maintain valid mandatory motorcycle insurance with territorial coverage valid in all three countries throughout their participation in the activity.

The promoter strongly recommends, though it is not mandatory, that each participant additionally take out personal accident insurance specifically covering on-road motorcycling.

8.4 Road and activity conditions

The participant is solely responsible for assessing, at the time of riding, road conditions, weather, and their own ability before attempting any pass. The presence of a pass in the catalog does not imply that it is passable at any time of year or under any conditions.

Some passes in the catalog may be closed due to snow, roadworks, or adverse conditions during certain periods of the year, especially in winter months. The promoter will publish notices when aware of relevant closures, but does not guarantee real-time updates or the completeness of such notices.

Article 9. Recognition and certificate

9.1 Symbolic recognition

Given the non-profit and experimental nature of this pilot edition, recognition for the top finishers will be symbolic in nature (a diploma, public mention, or low-cost item) and does not constitute a monetary prize. If a sponsor provides a physical prize for this edition, it will be expressly announced before registration closes, stating its conditions.

9.2 Certificate of participation

All participants who validate at least one pass will receive a personalized digital certificate at the close of the pilot edition, showing their name, number of passes visited, and total score.

Article 10. Complaints

10.1 Deadline and procedure

Any complaint regarding validations, scoring, or sanctions must be submitted in writing to the organization’s official email within a maximum of 7 calendar days from the date the participant became aware of the matter being reported.

10.2 Resolution

The organization will resolve the complaint within a maximum of 15 calendar days. The resolution will be communicated to the complainant in writing. The organization’s decision is final within the scope of the League, without prejudice to any legal action the participant may be entitled to take.

Article 11. Data protection

Participants’ personal data will be processed by the League’s promoter, as data controller on a personal basis, for the purposes of managing registration and participation in this pilot edition, publishing the public standings (name and score), and issuing the certificate of participation. The legal basis for processing is the performance of the contract arising from registration and, where applicable, the participant’s express consent.

Data will not be shared with third parties except where legally required or with the participant’s express consent. Participants may exercise their rights of access, rectification, erasure, and portability by contacting the promoter via the League’s official contact email.

Article 12. Pilot edition status

The participant expressly acknowledges that this edition has a pilot or experimental (beta) status, and that its purpose is to validate the format, the technical functioning of the geolocation validation platform, and participants’ genuine interest in an activity of this kind.

Accordingly, the participant accepts that:

• The promoter does not guarantee the League’s continuation in future seasons.
• Technical issues may occur in the validation app that are typical of a testing phase, without this giving rise to a right to compensation, without prejudice to the participant’s right to request correction of validation errors under Article 10.
• If, at the end of this pilot edition, the promoter decides to continue the activity, it may do so under a different legal structure (association, company, or other), with its own economic, tax, and regulatory conditions, which will be communicated in due course and will not apply retroactively to this edition.

Article 13. Amendment of the rules and cancellation

The promoter reserves the right to amend these Rules for justified reasons, communicating any changes at least 15 days in advance through official channels. Participants registered at the time of an amendment may withdraw at any time if the amendment substantially affects the participation conditions.

The promoter may cancel the pilot edition due to force majeure or at their discretion. As participation is free, cancellation gives rise to no right to a refund or to any compensation.

Article 14. Applicable law and jurisdiction

These Rules are governed by Spanish law, regardless of the fact that the activity also takes place across French and Andorran territory. For any dispute arising from the interpretation or application of these Rules, the parties submit, waiving any other jurisdiction that may apply to them, to the Courts and Tribunals of the promoter’s domicile in Spain.
